<P>PROBLEM TO BE SOLVED: To provide a developing device in which the adverse effect of toner block is prevented, thereby contributing to image quality improvement, and to provide a processing cartridge and an image forming apparatus which have the developing device. <P>SOLUTION: The developing device 35 includes a developer storage part 16 and a toner storage part 19. Toner supplied from the toner storage part 19 via a toner supply port 20 is mixed with two-component developer 22. The mixture is conveyed by a developing sleeve 15 and supplied to a photoreceptor drum 1. An agitator 21 is disposed in the toner storage part 19. A toner block preventing member 25 is provided for the agitator 21 such that the member 25 and the agitator 21 are integrated. A toner block breaking member 26 having elasticity grater than that of the toner block preventing member 25 is disposed in the place of the toner supply port 20. The toner block breaking member 26 comes into contact with the toner block preventing member 25 and swings.
