A biodegradable non-woven sheet by using the natural cotton and a manufacturing method thereof are provided to coat a flame-retardant film on the outer surface of a biodegradable sheet. The seed is separated from the raw cotton so that the natural cotton is manufactured. The manufactured natural cotton is stacked by many folds. The natural adhesive is coated on the stacked natural cotton, compressed by a roller and dehydrated so that the non-woven cloth is manufactured. The manufactured non-woven cloth is treated by heat with two-steps by means of a dry tunnel. The biodegradation resin is coated on the both sides of the dried non-woven cloth.
