A developing cartridge and an image forming apparatus having the same are provided to enable a developer layer, which is deposited and fixed on a fur brush, to pass through a developing member and a supply member easily when the supply member of a fur-brush type is initially rotated, thereby preventing the image forming apparatus from broken down. A developing cartridge includes a support frame(513), a developing member, a supply member, and an elastic unit(580). The developing member is supported by the support frame and supplies developer to the electrostatic latent image of a photoreceptor(300). The supply member is supported by the support frame and supplies the developer to the developing member. The elastic unit is installed in the support frame and supports the supply member elastically so as for the supply member to be adjacent to or away from the developing member. The elastic unit enables the supply member to be away from the developing member when an external force is applied to the supply member and returns the supply member at an original position as the external force is released.
