PURPOSE: A cellular phone and a portable terminal function expanding device and a function expanding method are provided to automatically process a mobile right approver and approving terminal authenticating/confirming function without a complex access procedure, thereby safely using various services and information. CONSTITUTION: A memory stores each access path, a cellular phone registration number, a card user number, and a password. A processor(100) reads an access path card user number and the password according to settings of the memory whenever information selected from a cellular phone(200) is inputted, and processes the read settings of the memory based on the inputted information. An interface communicates with a portable terminal. A user displays frequently used functions and connectors on a display. If inputted data is identical with the stored information, a device is automatically connected to a stored number and an address.
