The invention relates to mechanical engineering, in particular to engine-building engineering. The inventive method involves assembling a toroidal plug from a ring-shaped base (2) and two lateral annular cases (5, 6) which are provided with lateral bevels and interconnected with the aid of fasteners. The lateral cuts (7, 8) on the ring-shaped base are designed in such a way that they form the projected part thereof in the form of a protrusion. Two similar sets of brush seals are produced by winding a flexible material (13) and cutting it along the periphery and the inner annular surface of the toroidal plug. The invention makes it possible to improve the manufacturing quality of the brush seals by means of the rigid fastening of the jointed elements of the toroidal plug and the oriented winding of the elastic material.
