PROBLEM TO BE SOLVED: To solve problems in a rainwater diluting method and a waste water treatment method wherein a large quantity of rainwater cannot be treated by a side ditch, and the shoulder turns into a river since a permeating quantity is limited in a permeating method by a conventional side ditch, and problems in a environmental preservation method and an environmental consideration- maintenance method for supplying sufficient water to roadside trees, and returning the rainwater underground while purifying the rainwater. SOLUTION: In this installing construction method of a permeable L-shaped side ditch, a rainwater flowing-out permeating cylinder is arranged under the permeable L-shaped side ditch for forming rainwater inflow holes having a shape such as a round shape or a rectangular shape in the L-shaped side ditch. An excellently permeable object such as gravel is inserted into the permeating cylinder. A large number of holes are arranged in an outer peripheral part. The rainwater is diffused and permeated from these holes and a permeating cylinder lower part, and is returned underground while purifying the rainwater to treat the rainwater.
