PROBLEM TO BE SOLVED: To provide a foamed primer composition and a primer application method using it for preventing uneven application or a failure of application in primer application work to ensure stable adhesiveness of a waterproof material and a sealing material to a base material, reducing foaming due to thick application to prevent deterioration in adhesiveness, and suppressing dirt due to dripping and scattering of a liquid during the application work to efficiently carry out work with good working efficiency. SOLUTION: The foamed primer composition contains a resin A1, a solvent A2, a surfactant A3 and a propellant B.
