PROBLEM TO BE SOLVED: To effectively use and rightly use whole processor resources. SOLUTION: Processor resources (preferential processors) which are preferentially used in respective jobs and processor resources (extension processors) which can preliminarily be used apart from the processor resources are previously divided into classes (classes A-C). The preferential processors of the class A are processors 21-23 and the extension processors are processors 24-N. When the processor resource allocation part 1 allocates the processors to the jobs waiting for the resources, it uses the idle preferential processor when it exists in the class of the job. When it does not exist, the extension processor of the call is used with a prescribed condition, namely, it is used when the extension processor is not in the middle of use and the job waiting for the resource does not exist in the class to which the extension processor belongs, for example.
