<P>PROBLEM TO BE SOLVED: To provide a thermal transfer sheet that enables a user to obtain high-density prints high in transfer sensibility even though it contains a dye low in organic solvent solubility, and to provide its manufacturing method. <P>SOLUTION: The thermal transfer sheet has a dye layer composed by forming it on one face of a base material while using dye ink made of a dye (A), a dye (B), a binder resin, and an organic solvent. The dye (A) is a dye whose solubility to the organic solvent at 25°C is <1 mass% when using only one of dye (A) as a dye.
