PROBLEM TO BE SOLVED: To reduce overall information processing time by simplifying management of a physical block. SOLUTION: This control device of a non-volatile memory is provided with a logical/physical block address conversion table information part in which the logical block address of a logical address space is associated with the physical block address of a non-volatile memory; a means for reading the erasure count information from among a plurality of physical blocks in which the local block address is not associated with the physical block address, and for selecting the physical block whose erasure count information satisfy predetermined conditions as a selected physical block; and a logical/physical block address conversion table management part for registering the physical block address of the selected physical block address in the logical/physical block address conversion table.
