PROBLEM TO BE SOLVED: To accurately measure, in a short time, the concentration of a substance to be measured, with no preprocess such as an extraction process and concentration process using an organic solvent. SOLUTION: When measuring concentration of a substance 4 to be measured such as dioxin contained in a sample 2 such as fly ash and soil which contains toxic organic compound, the sample 2 is directly put in a sample cell 3 with no pre-process. The inside of the sample cell 3 is depressurized to vaporize the substance 4 contained in the sample 2. The resulting gas to be measured is irradiated with a laser beam of a wavelength accurately conforming to the absorption energy of the substance 4. Here, the attenuating ratio of the laser beam 7 is measured to acquire a concentration value of the substance 4.
