PROBLEM TO BE SOLVED: To simultaneously satisfy comfortable cushioning quality and the durability of a heating element which are antinomic to each other in an electric warmer for a seat with a heating device, an electric cushion, or the like. SOLUTION: Soft foams A8 and B9 are foamed and molded on both sides of a heating element 7. By using flexible foam for improving cushioning quality for the material A8 and a flexible foam for improving the durability of the heating element 7 for the material B9, it is possible to satisfy comfortable cushioning quality and the durability of the heating element 7 simultaneously.
