According to an embodiment of the present invention, a method for manufacturing a fiber plate comprises: a step of preparing a non-woven fabric type fiber mat having pores and containing vegetable fiber or cellulose fiber; a step of impregnating a liquid impregnation composition containing aqueous binder solution, a filler containing the vegetable fiber, and a flame retardant to the fiber mat to fill the pores; a step of drying the fiber mat where the impregnation composition is impregnated to form the coated fiber mat; and a step of forming the fiber mat by applying heat and pressure to the coated fiber mat.
