PROBLEM TO BE SOLVED: To provide a method for forming a thick surface oxide film on the surface of stainless steel, not with a large-scaled process such as heat-treating the stainless steel in an oxidative atmosphere, but with a process using ozone gas. SOLUTION: This forming method comprises: accommodating the stainless steel in a treatment chamber 1 and evacuating it with a vacuum pump 4; subsequently producing a wet ozone gas containing ozone of 15 vol.% or more, by introducing an ozone gas of high concentration from an ozone generator 2 through an ozone gas leading-out passage 5, and introducing a wet oxygen gas which has passed through a water-storing device 3 from a feeding passage 8; and treating the stainless steel by heating it to a predetermined temperature with the use of a heater 9a to form the oxide film on the surface thereof.
