PROBLEM TO BE SOLVED: To provide a remote location monitoring system and method for allowing remote place monitoring of high reliability which is not influenced by communication situations, allowing a content needing a large transmission band to be accessible, suppressing loads on a monitoring center and a network, grasping where the communication is disconnected, and allowing a channel to be established without being influenced by a firewall, such as a router. SOLUTION: An IP communications network 21 and a backup channel 5 are used to monitor abnormality notification information from a sensor part 12 of a remote controller 3, a VPN channel 4 is established on the IP communications network 21 between the monitoring center 1 and a monitoring device 3, when information on the abnormality notification is transmitted, and security is maintained. When abnormality occurs to the communication via the IP communications network 21, the VPN channel 4 is switched to the backup channel 5 by a channel switch part 11, the abnormality is notified, and monitoring is continued.
