<P>PROBLEM TO BE SOLVED: To suppress freezing of components of a fuel cell constituting a fuel cell system which may occur after stopping during start-up of the fuel cell system. <P>SOLUTION: The fuel cell system 10 carries out warm-up treatment up to the temperature wherein the system can be started according to a system start-up demand, and it stops driving of the system including warm-up according to the system stop demand.
