<P>PROBLEM TO BE SOLVED: To enhance the responsiveness of a steering control system, to reduce energy losses, to prevent a mounting space of a hydraulic pump by forming a driving source for driving a steering mechanism and a working machine as a common hydraulic pump, and to reduce the cost by a simple circuit constitution. <P>SOLUTION: A split flow circuit 30 (31-40) passes a pressurized oil split from a priority valve 6 through a control valve 20 for a working machine and discharges the pressurized oil into a tank 9. The split flow circuit 30 has a throttling 36 with its outlet side being communicated with the tank 9.
