PROBLEM TO BE SOLVED: To efficiently and precisely detect moving vectors.

SOLUTION: Difficulty levels in movement compensation of respective areas in a picture are calculated from an input frame and a reference frame. Then processing times are adaptively allocated to the respective areas according to the calculated difficulty levels in movement compensation and the processing performance of a moving vector detection processing section. In each area, a search range or the like of a moving vector is adaptively varied in accordance with the given processing time.
