PROBLEM TO BE SOLVED: To provide a hair quality-ameliorating agent improving water retention properties of the hair, and ameliorating the flexibility of the hair and the mechanical properties such as tenseness and stiffness. SOLUTION: The hair quality-ameliorating agent contains an extract of eucalyptus as an active ingredient. Preferably, the extract of the eucalyptus is the one obtained by extracting leaves of the eucalyptus with a solvent.
