PROBLEM TO BE SOLVED: To provide a method of manufacturing a spiro type quaternary ammonium compound that can be produced in high yield and high purity through simple, convenient and inexpensive steps, and to provide a spiro type quaternary ammonium tetrafluoroborate that is suitable as an electrolyte of a nonaqueous electrolyte for electrical double-layered capacitor by using the compound. SOLUTION: Ammonium and diols are reacted with each other through vapor-phase reaction under a palladium catalyst, resulting in a hydroxylated spiro type quaternary ammonium. Next, the hydroxylated spiro type quaternary ammonium and fluoroboric acid and/or fluoroboric ammonium are reacted with each other, and they are dried to make a spiro type quaternary ammonium tetrafluoroborate.
