A maintenance and management index calculation device equipped with: a data acquisition means, which acquires inspection result data formed from the inspection results when the absence or presence of a change in the state of a civil engineering structure is evaluated with respect to multiple inspection items; a maintenance and management index calculation means, which assumes that a priority index indicating a maintenance and management priority for each prescribed segment of the civil engineering structure follows a gamma distribution, and applies to the inspection result data a model based on item reaction theory, thereby calculating a maintenance and management index pertaining to the maintenance and management of the civil engineering structure and formed by including the priority index; and an output means that outputs the maintenance and management index calculated by the maintenance and management index calculation means.
