The present invention addresses the problem of providing: a treatment agent for elastic fibers, which is stable and has excellent antistatic properties; and elastic fibers which are provided with this treatment agent. The present invention is a treatment agent for elastic fibers, which contains at least one base component (A) that is selected from among silicone oils, mineral oils and ester oils and at least one alkyl phosphate ester (B) that is selected from among compounds represented by general formula (1) and salts thereof. (In general formula (1), A1O represents an oxyalkylene group having 2-4 carbon atoms; n represents a number of 0-30; and R1 represents an alkyl group, with the caveat that If (a) is the average number of carbon atoms of the R1 moiety and (b) is the average number of branches of the R1 moiety, (b)/(a) is 0.15 or more; m represents a number of 1-2; and if there are two (A1O)n in each molecule, the two (A1O)n moieties are the same as or different from each other.)
