PROBLEM TO BE SOLVED: To provide a secret information distribution system in which distributed information can be mutually verified. SOLUTION: A secret information distributing device 100 divides the secret information to be distributed into a plurality of pieces of distribution information in accordance with the number of devices 200, 300, and generates, from the combination of decentralized information common to each of the devices 200, 300 and different decentralized information, a plurality of pieces of decentralized information from which each distribution information can be restored, and also generates verification information for the decentralized information, and distributes the decentralized information and the verifying information to each of the devices 200, 300. The secret information verifying devices 200, 300 perform independent verification and mutual verification of the distributed decentralized information, and restores each distribution information from the combination of the distributed decentralized information. A secret information collating device 400 restores the secret information from the distribution information of each of the devices 200, 300, and collates it with the right secret information.
