PROBLEM TO BE SOLVED: To improve reliability of evaluation on a final adjustment value based upon user's operation.

SOLUTION: Operation information consisting of: a final adjustment value of a series of adjustments that a first user made so that output quality of an input information signal reaches predetermined quality; and history information associated with a process of variation in adjustment value to the final adjustment value, is stored in a storage medium while the operation information is made to correspond to preference information of the first user in the series of adjustments. Operation information consisting of: a final adjustment value of a series of adjustments that a second user made so that the output quality of the information signal reaches the predetermined quality; and history information associated with a process of variation in adjustment value to the final adjustment value, is acquired, and the operation information and preference information of the first user stored in the storage medium are used to estimate preference information corresponding to the operation information of the second user who can not gather the preference during the adjustments.
