PROBLEM TO BE SOLVED: To solve a problem associated with need for a storage capacity and difficulty in restoration into units of files, when total management information is backed up for respective generations. SOLUTION: The recording and reproducing device has: a file system in which image data recorded on a first recording medium is controlled by using arrangement information on the first recording medium, while the image data is recorded on the first recording medium, and the arrangement information is updated; a restoration data forming part in which arrangement information of image data is extracted from the arrangement information and formed as a restoration data; a recording part in which the restoration data is recorded on the second recording medium together with a low bit-rate image data; and a restoration part in which a data for restoration corresponding to the image data recorded on the first recording medium is read from the second recording medium and the arrangement information of the image data is restored.
