PROBLEM TO BE SOLVED: To provide a highly hygroscopic resin exerting excellent hygroscopicity under no pressurization and perfect for use as a sanitary material, and a simple manufacturing method of the hygroscopic resin showing excellent hygroscopic performance. SOLUTION: In this manufacturing method of a hygroscopic resin, a water-soluble high molecular weight compound in which not lower than 50 mol% of its repeating unit in the polymer molecular chain comprises a repeating unit containing ammonium carboxylic acid is used, and its 1-70 wt% solution is gelled by irradiation, then dried and granulated.
