Disclosed in an embodiment of the present invention are a method for establishing a connection with a radio resource, user equipment and base station. The method comprises: initiating, by a UE, a connection establishment request message to a first base station to which a resident cell in which the UE currently resides belongs; receiving, by the UE, a connection establishment message carrying an air interface resource of an access cell, wherein the access cell is a cell identified by the first base station other than the resident cell of the UE; feeding back, by the UE, a connection establishment acknowledgment message to the base station to which the access cell belongs in the access cell. The embodiment of the present invention can reduce time delay and signaling in a process of establishing a connection with a radio resource.
