PROBLEM TO BE SOLVED: To provide an optical disk recorder/player capable of minimizing the occurrence of screen flickering, block noise or mosquito noise at the time of reproduction by preventing scene change from occurring just after a recording start and improving the quality and grade of encoding at the time of a recording start. SOLUTION: When a REC key is pressed down, a prescribed timer time is set and a picture signal is acquired. When a differential value between the previously acquired picture signal and the currently acquired picture signal is compared with a differential threshold to find that the differential value is equal to or greater than the differential threshold, it is determined that a scene change in the picture signal exists. Also, whether the timer time elapses is determined. When it is determined that the scene change in the picture signal exists or when it is determined that the timer time elapses, an encoder encodes an input video signal, and the recording of encoded data on an optical disk is started.
