A fuel cell system includes: a fuel cell which generates electricity; and control means which reduces the reaction gas supply amount to the fuel cell to a lower amount than during normal generation. The control means sets a voltage lower limit value of the fuel cell so that an anode gas (pumping hydrogen) generation amount generated by a cathode of the fuel cell during a low-efficiency generation is lower than a predetermined amount.
