A technology for appropriately managing P2P communication is provided. In a communication management system (300), each P2P node (320) composing a P2P network (322) performs communication with another P2P node. A P2P node (350) performs communication by P2P connecting with a P2P node (320). An illegal contents detecting unit (356) detects identification information of contents required to control their distribution among contents which the P2P node (350) receives from the P2P node (320), and registers the same in an illegal contents database (362). A communication control system (100) set at an ISP (330) controls a distribution of inappropriate contents with reference to information stored in the illegal contents data base (362).
