This internal combustion engine control apparatus (30) is applied to a vehicle comprising: an internal combustion engine; and an electric motor (10) that is connected to the output shaft of the internal combustion engine and applies torque to the output shaft using the electricity supplied from storage batteries (11,12). The internal combustion engine control apparatus (30) is equipped with: an automatic stop means for automatically stopping the internal combustion engine if automatic stop conditions are established; an automatic-stop prohibiting means for prohibiting the automatic stop by the automatic stop means if automatic stop prohibition conditions are established; and an assisting means for decreasing the output of the internal combustion engine and increasing the output of the electric motor if the automatic stop of the internal combustion engine is prohibited by the automatic stop prohibition means and the automatic stop conditions excluding the failure of the automatic stop prohibition conditions are established. |
