PROBLEM TO BE SOLVED: To attain an r-value comparable to that of SUS430LX in which Ti or Nb is added to extra-low C and N in general-purpose ferritic stainless steel and also to provide ridging characteristics superior to that of the above SUS430 LX by improving the r-value and ridging characteristics of the general-purpose ferritic stainless steel represented by SUS430 without particularly causing any increase in cost. SOLUTION: In manufacturing the ferritic stainless steel by applying, after hot rolling, hot rolled plate annealing by batch annealing and then carrying out cold rolling and subsequent annealing twice respectively, the average grain size after the first annealing is controlled to <=25μm.
