PROBLEM TO BE SOLVED: To provide a photographing device which keeps accuracy of image blur correction as it is and also where an inside photographing unit is less likely to be broken even if the photographing device is shocked, and a portable apparatus with the photographing device. SOLUTION: A holding module 202 holding a lens 100A and a sensor substrate with an image sensor, a driving mechanism driving the holding module so as to correct the blur of an image expressed according to an image signal generated by capturing subject light by the image sensor, and a blurring detection substrate 182A on which a blurring detection sensor for detecting blurring is mounted are integrally supported by a supporting member 205, and then the photographing unit 200 is attached to a housing by inserting spring members SP1 to SP4 between the blurring detection substrate 182 and the bearing surface 100A of the housing.
