a photoirradiation unit that irradiates terahertz light onto skin; a light receiving unit that receives reflected rays of the terahertz light; a detector that outputs information concerning cytokine detected from the reflected rays; a drug supplying unit that supplies a drug to the skin; and a determination unit that determines a supply of the drug on the basis of the output information from the detector.
