A system for fabricating a shoe last for made-to-measure shoes using a virtual heel and a three-dimensional fabrication process according to the present invention is characterised by comprising: a foot support having a virtual heel arranged so that a user can place a foot in order to correspond to the heel height of made-to-measure shoes, and a toe spring support arranged so that a foot can be placed along a toe spring of the foot that is set differently according to the heel height; a knee support for supporting a user's knee such that the user's weight is not applied to the foot when the user places their foot on the virtual heel and the toe spring support; a three-dimensional scanning apparatus for scanning the user's foot placed on the virtual heel and the toe spring support; an image processing apparatus for processing an image captured by the three-dimensional scanning apparatus, and generating a last image of the user's foot; and a last fabrication apparatus for fabricating a last of the user's foot based on the last image generated by the image processing apparatus.
