PROBLEM TO BE SOLVED: To provide a reinforcing bar binder of simple structure capable of improving efficiency of reinforcing steel binding work. SOLUTION: This reinforcing bar binder is formed out of a clamp part 11 to hold both end parts of a U-shaped wire positioned to hold plural reinforcing steels disposed in parallel to each other or crossing to each other, a rotation drive part 12 to drive the clamp part 11, and a rotation stopping part 13 to prevent rotation caused by reaction force received by the rotation drive part 12.
