PROBLEM TO BE SOLVED: To provide a maintenance terminal device optimum for an IP telephone system transceiving voice data using Internet protocol. SOLUTION: The maintenance device is connected to a terminal device with a function to transceive voice packets containing voice data. The device comprises a setting means which sets a transmission interval to transmit a maintenance packet storing predetermined maintenance data for the terminal device in an integer multiple of a transmitting period to transmit voice packets of the terminal device; a creating means which creates the maintenance packet following to the transmitting interval established as stated; and a transmitting means which transmits the maintenance packet created by the creating means to the terminal device.
