PROBLEM TO BE SOLVED: To provide a device and a method for controlling a hydraulic cylinder capable of improving energy efficiency by eliminating the risk of oil leakage and easily controlling the driving of the hydraulic cylinder. SOLUTION: The driving of the hydraulic cylinder 9 is controlled by a hydraulic cylinder control device B having a hydraulic pump 13, a control valve 14, and a pilot valve 16. A pilot pressure is reduced by pressure reducing valves 36, 37 installed in a pilot oil passage 34 allowing the pilot valve 16 to communicate with the control valve 14 according to the magnitude of a load acting on the hydraulic cylinder 9. The covers 38, 39 of the control valve 14 are replaced with covers 38', 39' with different positions of restriction parts to specify the stroke of the spool according to the magnitude of the load acting on the hydraulic cylinder 9.
