PROBLEM TO BE SOLVED: To acquire desired detection accuracy sufficiently coping with even various changes of environmental conditions. SOLUTION: This device is equipped with: antenna means 11, 12 connected electrically to an antenna electrode, for outputting a capacitance change of the antenna electrode 6 as a voltage change; a measured voltage storage means 18 for storing a measured voltage outputted from the antenna means 11, 12; and a human body approach determination means 19 for determining whether a human body approaches the antenna electrode 6, by comparing the measured voltage outputted from the antenna means 11, 12, with a reference voltage which is a mean value of the set number of times of the past measured voltages stored in the measured voltage storage means 18.
