PROBLEM TO BE SOLVED: To provide a light-emitting element, a light-emitting element manufacturing method, a light-emitting element package and an illuminating system, which can improve light extraction efficiency.SOLUTION: A light-emitting element according to a present embodiment comprises: a substrate; a first conductivity type semiconductor layer disposed on the substrate; an active layer disposed on the first conductivity type semiconductor layer; a second conductivity type semiconductor layer disposed on the active layer; and a nitride semiconductor layer disposed on the second conductivity type semiconductor layer and having a refraction factor smaller than that of the second conductivity type semiconductor layer. |
