PROBLEM TO BE SOLVED: To provide a see-through electrode that can compatibly attain an excellent film pattern and a sufficiently thin conductor, a touch panel, and a display device with a touch position detecting function.SOLUTION: A see-through electrode 31 includes: a base material film 32 having a transparent base material 33 and acrylic resin layers 34a, 34b on a surface of the transparent base material; and conductive patterns on the base material film. The conductive patterns are made of light-shielding conductors 51 arranged to form a mesh pattern with openings among the conductors. The root-mean-square roughness Rq in a surface of the acrylic resin layer is 5-45nm.SELECTED DRAWING: Figure 5E
