<p><P>PROBLEM TO BE SOLVED: To reduce the load on a power supply battery by reducing power consumption. <P>SOLUTION: Power is supplied in the normal state only to an ETC receiving part 2, a VICS receiving part 9 and a signal intensity detection part 17, and when the signal intensity detection part 17 detects an ETC signal, power is also supplied to an ETC transmitting part 3, a signal processing part 4, a control part 5, and a display part 6 of an ETC receiver to perform communication with a road-side radio device of ETC.
