<P>PROBLEM TO BE SOLVED: To generate application data without being conscious of whether input characters are usable or not in online registration application work. <P>SOLUTION: An input data acquisition processing section 11 acquires input data for application and temporarily stores the data. An application data generation processing section 12 converts the character code of a character string of input data into a character code indicating a usable range, and determines whether the characters are in a predetermined usable range or not one by one. When the character is within the usable range, the character is inserted in an application format. When the character is out of the usable range, the presence of an external character file 42 showing the character is determined. When the external character file does not exist, the external character file 42 is prepared based on a system font 30, and a file name including a character code value is given and inserted into a character position of the application format to set the relation.
