Provided are a control information transmitting method and apparatus in a heterogeneous network. In the method, a terminal receives a PCI (physical cell ID) of a target cell and an RRC (radio resource control) connection reset including cell-related control information of the target cell and determines if the target cell indicated by the PCI is a pico-cell based on the PCI or the cell-related control information. According to the present invention, the power consumption of a terminal can be reduced since continuous measurement for an inter-frequency pico-cell or intra-frequency pico-cell is not necessary. Also, in case of proximity indication operation for a pico-cell, the power consumption of the terminal is reduced since, even if system information is not decoded and only main synchronization sequence and sub-synchronization sequence are decoded in case of proximity indication operation for a pico-cell, it is possible to know if the target cell is a pico-cell.
