PROBLEM TO BE SOLVED: To prevent false recognition of thick lines in characters as pattern parts to reduce consumption of toner.SOLUTION: An image processing apparatus includes a down-sampling circuit 21 that converts input image data into low-resolution data having a lower resolution than the resolution of the input image data, and a character/pattern determination circuit 22 that determines attribute information on pixels in the low-resolution data.
