The present invention relates to a report writing system having a photo and a method therefor, the system comprising: a project management module having, on a main screen of a program, a file menu, a photo menu, a report menu, a view menu, and a help menu, and allowing a new report button of a main toolbar to be clicked or providing, in a file menu or an icon at the top of a menu, functions of project generation and deletion, loading from a project list, and project exporting for a photo and/or an opinion; a photo editing module for loading, in a photo menu or an icon, a related photo through photo loading and photo list viewing, and for measuring a specific part of a photo according to the criteria of photo caption and description inputting, photo extending, photo brightness adjusting, displayed figure inputting, and reference line inputting; a basic information input module for inputting a document title, date of preparation, place, writer, event outline, and basic report content; a report content input module for allowing a selected photo to be extensively displayed on the upper part when the photo displayed on the lower part is selected, for allowing a photo title input blank and a report content input blank for referring to the photo to be outputted, and for inputting, on the top of the photo, image rotation, photo grouping, selected image view/cancellation, grid view, and descriptions written without a photo; and a report generation module for generating a report having a report title, date of preparation, place, writer, event outline, report content, and a photo, wherein a report writing program having the photo generates, by project unit, a report into which basic information, a photo, an opinion, and related information are inputted.
