PROBLEM TO BE SOLVED: To provide a work planning device for a plant which can suppress reduction in availability and productivity by efficiently advancing a work.SOLUTION: The work planning device includes: an apparatus data acquisition part for acquiring apparatus data indicating a first apparatus capable of executing a first work and a second apparatus capable of executing a second work; a human resource data acquisition part for acquiring human resource data indicating the number of operators who can operate the first and second apparatuses and operable time; and a work plan creation part for creating a work plan for each of the first and second apparatuses to be operated by the operators on the basis of the apparatus data and the human resource data.SELECTED DRAWING: Figure 1
