PROBLEM TO BE SOLVED: To enable reduction of the quantization error in non-linear quantization of IQ signals.SOLUTION: A standard deviation measurement unit 101 measures the standard deviation σ of an amplitude distribution of an input signal. A kurtosis measurement unit 102 measures the kurtosis of the amplitude distribution of the input signal. A correction coefficient determination unit 103 determines a correction coefficient α in accordance with the kurtosis of the amplitude distribution of the input signal. A quantization unit 105 quantizes the input signal by using the correction coefficient alpha α, and calculates quantization data.
