PROBLEM TO BE SOLVED: To prevent the winding width of a package from being changed accompanying increase and decrease in a twill angle. SOLUTION: The winding width of the package set by an operator is stored in a set winding width storage part 32. A decreasing amount obtaining part 36 calculates the twill angle of the package in the middle of winding, and obtains the decreasing amount of the winding width of the package in the middle of winding based on the relation between the twill angle and the decreasing amount of the winding width stored in a decreasing amount storage part 34. A traverse control part 38 changes a traverse width based on the decreasing amount of the winding width obtained by the decreasing amount obtaining part 36 so that the actual winding width of the package becomes equal to the winding width stored in the set winding width storage part 32.
