PROBLEM TO BE SOLVED: To prevent a shaft member from coming off from a housing by regulating relative movement of the shaft member in the axial direction to one end side with respect to the housing. SOLUTION: A seal member 5 is disposed on an opening portion of the housing 2, and a seal space S1 is formed by the seal member to prevent the leakage of lubricating oil by capillary phenomenon. An internal space of the housing 2 is filled with the lubricating oil, and its oil surface is positioned in the seal space S1. The shaft member 4 is provided with a projecting portion 7 kept into contact with the seal member 5 in the lubricating oil to regulate the relative movement of the shaft member 4 in the axial direction to one end side with respect to the housing.
